OWWA benefits – If you’re working as an OFW, you should ensure becoming a member of OWWA. This government agency aims to protect the welfare of OFWs by giving the necessary services they need. To become a member, you should pay the USD 25 membership contribution.

The services and benefits offered by OWWA to a registered members include the following:

  1. Healthcare/medical, disability and death benefits

A member is entitled to dismemberment or disability benefit of PHP 50,000, but for total permanent disability, a member can receive PHP 100,000.00.

If a member died due to natural cause, the death benefit is about PHP 100,000.00 and PHP 200,000.00 if the death is caused by accident. The burial benefit is PHP 20,000.00.

  1. Education and training benefits

OWWA is requiring all departing migrant workers to attend the Pre-Departure Education Program or PDEP. It covers culture familiarization, language training and stress management.

OFW’s bound for UAE and Canada are required to attend PDOS. Likewise, SESP or Skills for Employment Scholarship program is also given to qualified OFW and beneficiaries. Dependents of OFW’s can also apply for EDSP. Qualified beneficiaries can avail about PHP 60,000.00 per year.

  1. Seafarers’ Upgrading program

This program can help seafarers to upgrade or update their knowledge and skills. They can avail scholarship grants amounting to PHP 7,500.00.

Other programs include Mariner’s Dugtong-Aral, Cadetship program, Maritime Educational Development Loan Program, OWWA Microsoft Tulay, Tuloy-Aral Project and Tuloy Kolehiyo.

  1. Workers Assistance and On-site Services

OWWA members are given appropriate assistance such as Locating OFWs whereabouts and repatriation program.

  1. Social and Family Welfare Assistance

Some of the programs under this service are reintegration program, OWWA-NLDC LDPO project and 24/7 OWWA Operations Center.

Both employed and self-employed members are entitled to receive the benefits. The member and the dependents are eligible to receive hospitalization and health subsidies.

  1. Conditions

To qualify for the benefits of PhilHealth, the member should meet the following conditions;

  • The member should pay three monthly contributions prior to the period of the confinement. Other cases like pregnancies, newborn screening package, radiotherapy, chemotherapy, dialysis and specific surgical procedures require 9 months of contributions within the 12 months’ period.
  • Confinement due to illness should be 24 hours in an accredited facility and the attending physician should be accredited by PhilHealth.
  • Other conditions that are excluded in the PhilHealth benefits claim are cosmetic surgery, optometric services, treatment for alcohol dependency as well as fifth and ensuing normal deliveries.
  1. Requirements

Before the discharge from the hospital, the member should submit the necessary documents including;

  • Updated copy of MDR
  • Original copy of PhilHealth Claim Form 1 signed by the employer
  • Official receipts of monthly premium
  • PhilHealth ID of the member and another valid ID

If the member is unable to submit the claim form, he or she can ask for a representative provided with an authorization letter and valid ID.

  1. Claiming of benefits

The documents should be submitted before the patient is discharge so that your hospitalization allowance or benefits will be deducted from the total bill.

This is the reason why the national government had passed the RA 8972 also known as Single Parent act or Solo Parents’ Welfare Act of 2000.

The difficulty of being a solo parent was alleviated through this act. The Solo Parent Welfare Act includes comprehensive services not only for solo parent but also for the children. This covers mothers and fathers regardless of the status and who raise their children alone.

There are different reasons of being a solo parent, it is either because of abandonment, death of spouse, separation or having a child as a result of rape. People who look after children not their own such as nieces, nephews or godchildren are also covered by this act.

How to obtain a solo parent ID?

Anyone who is eligible and qualifies to receive the benefits of solo parent act must secure a solo parent ID. The following documents should be presented to the Local Social Welfare and Development Office:

  • Barangay certification certifying residency in the barangay for at least six months
  • Any document that will show the income of the solo parent applicant or an Income tax Return

The social welfare will check the documents and once verified a case number will be assigned to the applicant in the Registry of Solo Parents logbook. Then, a solo parent ID will be issued that is valid for one year and should be renewed annually.

Benefits of Working Solo Parent

RA 8972 is really a great help for those working solo parent as it requires the employers to implement the employment-related benefits.

  • Flexible work schedule – A working solo parent should be given the benefit of flexible work schedule provided that it wouldn’t affect the core work hours and productivity.
  • No work discrimination – There’s should be no discrimination regarding the employment’s terms and conditions.
  • Parental leave – A solo parent should be granted a parental leave to perform parental responsibilities and duties as required. To avail the parental leave benefits, the working solo parent should have rendered services for at least a year.

Through the Solo Parents’ Welfare Act, rearing a child alone isn’t anymore a huge problem. All you have to do is visit the nearest Social Welfare and Development Office in your area and inquire how you can avail such benefits and privileges.
